Setting up DHCP Failover

You might try adding "always-broadcast true;" to the dhcp server.  If you
are using DHCP forwarding (ip helpers), we have found that some
combinations of Cisco vs Juniper routers and Windows vs Mac pc's won't work
without that setting.  I don't recommend using it if you don't need it
because it causes more broadcast traffic.
