No, you **CANNOT** have a standard DHCP server handle non-unique addressing space<period>
What you would have to do is treat each VRF instance as a separate network, with a separate DHCP instance. The separate DHCP instances could be on separate hosts, or multiple instances on one host (using different interfaces*)

* There are ways to do it with one interface, subject to some limitations.


The fundamental problem is that the DHCP server needs to know what network it's dealing with. If you have non-unique addressing then it doesn't know that.
