Are options 60 and 61 bi-directional?

See RFC 6842.  This is implemented in ISC's Kea, but not yet in ISC 
DHCP 4.x.  And IIUC it's still somewhat a moving target, because, as 
you might guess, clients do NOT know what to do with it.
