Failover for DHCPv6 is not implemented. There is no standard. Work has
started but is quite a long way from finished.
Since there is plenty of IPv6 address space, the simple solution is to
configure two separate servers with non-overlapping DHCP scopes. This
will obviously not give you address *stability*, but it will give you
some level of redundancy.
