Will DHCP 4.3 be RFC 4361-compliant?

Hello,

I'm currently writing an article on DDNS with dual-stack hosts, I just 
watch the "Company Product Roadmap" 
(http://www.youtube.com/watch?v=16Qkr2o1IdU) and it says that ISC-DHCP 
4.3 will "allow v4 and v6 clients to cooperate on naming".

Can I have more details on this? Does it mean that ISC-DHCP v4.3 clients 
and servers will follow RFC 4361 which will allow a dual-stack hosts to 
dynamically update its IPv4 and IPv6 (through DHCPv4 and DHCPv6) on the 
same zone?
