conf file sync between master/peer

That's exactly what we do. We have two files:
dhcpd.conf
dhcpd.networks.conf
dhcpd.conf holds the server specific settings (primary/secondary, split,
etc.). dhcpd.networks.conf is where we keep network definitions and then
scp from the primary to the secondary.
