Not true.  A relay can route the packet it sends to the server, whereas the client can't, so if your router doesn't have a relay, or doesn't have a relay that does what you want, locating the relay in a separate single-interface node is entirely appropriate.   The node listens for DHCP broadcasts or multicasts on the link, and then simply wraps them in a relay message and unicasts or multicasts them to the off-link server.
