dhcpd 4.1.1

[Matt naismith]

I have been using OMAPI to make changes including adding hosts etc which doesn't require me to restart dhcpd.  So far I cannot see any reason why I shouldn't continue down this path.   I have not fully explored any limitations of OMAPI.  I guess it probably doesn't cover everything.
