Ah OK, I assumed your fixed address records were duplicated for
subnets A,B&C, so in which case you will need to add "deny
unknown-clients;" to the pools in A,B&C. A client is considered
"known" if it has a fixed address record in any scope, so this should
allow your fixed address clients to roam around A,B,C&D, but deny any
clients from D which are purely dynamic.
