:) I wish I could take that stance here.  As long as people pay their 
internet bill I pretty much need to let them do whatever they want; we 
assume they'll do dumb or malicious things, and plan accordingly.  We 
also have to try to not interact with them.

It might be easier to have a simple, open network design and employ a 
SWAT team to handle abusers.
