how prevent IP conflict

Regrettably, I don't think there is anything DHCP can do to prevent that.

On an ISP network we create a Layer2 isolation between the end user and 
any infrastructure (or each other).  For a 10 user LAN that sort of 
thing might be cost prohibitive.
