I don't know that dhcpd keeps any record of fixed-addresses in its lease 
file.  Only leases assigned from range statements are included and may hit 
a fixed address only if it is included within a range statement 
erroneously.

I changed many of my fixed addresses to dynamically assigned ones using 
the "reserved" statement in the lease file and that may allow them to be 
managed but I haven't tried it.
