No ACK Received / not getting a lease

Hello there,

It seems I've got some strange problem with my dhcp server ( isc-dhcp-4.1.1-P1 ). The server receives relayed DHCP Requests which are taken and Acked from most of the clients (e.g. ims-11000-1).
But some devices strangely don't accept the lease and keep on requesting a lease over and over again. As you can see I receive the Discover Message and send an offer. On the relaying router I can
see that the offer messages are being redirected to the client but It does not seem to accept it and sends out Discover again. I've seen this behavior with other devices too (mostly switches but also ims-11000-99301). If I relay
to a windows dhcp server, the same devices take a lease immediately. So this is only happening with linux dhcp. Does enabling always-broadcast help with this problem?
Another thing is that the server starts serving leases somehow shuffled, can this be changed?
