You forgot to describe the situation.
If only one server is active (in the "communications-interrupted" state)
then you have this "problem". It's by design. Either bring the other
server up again or place the remaining server in "partner-down" state.
This is described in the dhcpd.conf man page.
If you have a fragile setup and don't care about how well it runs, look
up the "auto-partner-down" option in the dhcpd.conf man page.
