Is ISC DHCP server will take dynamically changing value??

This kind of functionality is not supported by DHCP. It's not supported
by any DHCP server. No DHCP server can force a DHCP client to simply
move to another subnet by another DHCP lease.

I would say what you are trying to do is impossible. It's not covered by
the DHCP RFC and is not supported by any DHCP server you'll find out there.
