That really depends on the OS/distribution and/or how the dhcpd software was installed.

For starters try 'service dhcpd stop'.  There could also be a script called /etc/rc.d/dhcpd, /etc/init.d/dhcpd, /etc/rc3.d/dhcpd, /usr/local/etc/rc.d/dhcpd, etc.  The script could also be called something like isc-dhcpd.  It could be any combination of the above, but if it exists, you should be able to pass a 'stop' parameter  to it.
