no matter with /dev/shm,or /tmp,or anywhere,it doesn't work.

the key point is :
when the leases file in default path /var/lib/dhcpd/,everything is ok.
when i put the leases file in different path( not the default /var/lib/dhcpd/),
for example:/tmp/dhcpd.leases,even if i used "cp -p"

when system reboot,the dhcpd daemon can not start ,and report the permission deny error

but if i log on,and run dhcpd -lf /tmp/dhcpd.leases, i can work!
