Reload config files automatically as non root

automatic reload via cron may be the way to go. check if the config file has
changed, verify it is a valid config and if it is reload the dhcpd. I do it
now and it has worked flawlessly for years.

That would be my first thought.

Alternatively, you could look into setting up permissions (edit
/etc/sudoers) for them to do the reload via sudo without needing a password.
