"dhcpctl_connect: operation in progress" in 4.2.1

I was using 3.1.x for so long time without issues, but recently there
is a requirement for "auto-partner-down" which is only available in
4.2.x
also I'm wondering about this feature, i have set it to 5 seconds but
nothing is shown in the log after shutting down the partner (only peer
dhcp-failover: disconnected). also the logs shows the server stuck in
"I move from startup to recover"
