"make install" of the new ISC DHCP 4.2.1rc1 overwrites current

Why couldn't this be fixed by ISC DHCP maintainer/developer?
ISC Bind does not overwrite the existing configuration.
Is ISC DHCP the only well respected Open Source software to do this?

BTW, I respect the work of all DHCP maintainer/developer, it is just
out of ordinary of to have this "feature" associated with a so good
software.
