Completely turning this around, there is another option - though 
whether it's both practical and permissible depends on the 
environment and administrative regime the OP works in.

If he replaces the remote DHCP gateways with a small device running 
linux, and runs the DHCP Relay agent on that, then he could implement 
rate throttling on that using the methods already described. At the 
remote network, he will have the correct device MAC address in the 
packet headers.
