You'll probably need complementary 'deny' statements in the
corresponding pools. Here's what we do.

subnet 137.43.162.0 netmask 255.255.255.0 {

range 137.43.162.129 137.43.162.190;
deny unknown clients;
max-lease-time 7200;
}

deny known clients;
