agent.circuit-id and agent.remote-id are options that are added by relay 
agents. I doubt any client implements them.

You can use the relay agent in your routers or switches, or set up the 
ISC dhcrelay on a gateway system. You'll need to have a remote network 
that gets routed to the dhcp server.
