Restrict client to get 1 IP address per Option 82 ID

Dear All,

Is it possible to restrict a DHCP client to get only 1 IP address per Option 82 (agent.remote-id) in a cluster? I'm using "spawn with option agent.remote-id" and "lease limit 1" in the dhcpd.conf. But client can get total 2 IP addresses from the cluster (1 from primary and 1 from secondary).
