known bugs or local issue? (db-time-format and 'Lease with binding state free not on its queue'

I just tested the 4.2.0 beta 2 version with the 'Lease with binding state free not on its queue' bug and it seems fixed.  Can someone else confirm this patch is in this beta release?  Not having seen the patch, I can't confirm it.
