Problem with DHCPLEASEQUERY

I've noticed something which seems perverse, and am now
seeking clue.

I'm using ISC DHCP v4.1.1, and have started exploring how I
might use DHCPLEASEQUERY.  From tcpdump, it appears that
dhcpd is systematically directing responses to UDP port 67
on the querying node, irrespective of the port from which
the query actually originated.

I suspect it may be no different in earlier versions which
support this message type.

This behaviour doesn't seem either to be mandated by RFC4388
or to be covered by an explanation in the manpages.

Is there something I've overlooked, or is this a bug?
