We have received reports of clients that will request a lease-time
(by sending a lease-time option in their DHCPREQUEST message) that is
equal to the last lease-time they were given.
The server will be happy to deliver this lease-time if it is greater
than the min-lease-time configuration parameter, so the client gets
trapped at the initial lease-time.
