duplicate leases question

Can the following line be generated as a result of using the "deny
duplicates" or "one lease per client" options?  Perhaps as part of the
recovery of the duplicated (older) address?

Apr 22 17:10:59 dhcp1 dhcpd: client 00:21:70:ac:e1:53 has duplicate leases
on 144.167.42/24
