MCLT Best Practices

MCLT seems to concern out-of-contact servers, taking the stance that
while the peers could not communicate, it is possible they were handing
out leases.  Given that, should MCLT be set at a value relative to the
max-lease-time?  ie, if we have a max-lease-time of 86400 (1 day), then
should the MCLT be set to 1/2 of that?  If I remember correctly, DHCP
clients are supposed to contact the server at 1/2 max-lease-time to
renew their leases.

Or am I misunderstanding the purpose of MCLT?
