Does dhcpd3.1.3 ever behave differently in 172.16/12 Space?

We found the problem. It was not really with DHCP at
all. I had accidentally put the in-bound rules in to the
firewall and left out the outbound rules. This was done in 2008
and we had never put any DHCP clients in that network space
until now so the error went unnoticed until we started using
this network space. The system logs are so huge from our DHCP
server that it took a while to notice the send_packet message
which always accompanied every attempt to talk back to the
clients.
