I respectfully suggest you purchase or borrow a copy of "The DHCP
Handbook" by Ralph Droms and Ted Lemon.

Ralph is the author or co-author of the key DHCP RFCs, Ted is the
author of the ISC dhcp v2.0 and v3.0. They know their stuff and this
book is highly regarded.

It will go a long way to understanding how dhcpd works, the design
goals and limitations. There are also many configuration examples.
