Cisco AP's with Option 43

you followed ciscos docs which are unfortunately wrong. Randalls response
is 100% right and also how we do it - if you do a quick google
for eg 'class Cisco AP c1140' you should come across similar posting
online. i think the problems arose because of a mixture of other
DHCP guides 'back in the day' so the ISC stuff got borked up.
