I'm thinking it might be related to the failover, but haven't narrowed it down yet. Does 3.1.2b1 pre change or post change regarding to sorting of the buckets?

3.1.2b1 should have that fix.

The change was to the "find lease by MAC address" and "find lease by
client identifier" hash tables. Prior to the fix, multiple entries on
the hash were in fairly random order, and the find_lease() function
would take the top entry.
