pre-creating reserved leases

3.1.2b1 should have that fix.

The change was to the "find lease by MAC address" and "find lease by
client identifier" hash tables.  Prior to the fix, multiple entries on
the hash were in fairly random order, and the find_lease() function
would take the top entry.
