How to check dhcpd status?

We use NAGIOS to check the status using check_dhcping.  It's helped out
several times where the process was running and receiving requests, but
because of some iptables mangling, wasn't returning a response.

So far I could think of 2 options:

1) check if daemon process is on;

2) check the timestamp of dchpd lease file.

But lease file may be empty when no leases given.

Any better way of doing it?
