Windows XP seems to *forget* to send DHCPINFORM and DHCPRELEASE

I'm writing my own small DHCP server and I was wondering if you guys
can clarify when (if it does it at all) Windows XP sends DHCPINFORM
and DHCPRELEASE.
When I turn PC off or turn connection off, Windows XP doesn't send
DHCPRELEASE. Is this ok?
When I only provide IP, mask, router IP and DHCP service is on,
Windows XP does not send DHCPINFORM to ask for DNS.
So I can't debug DHCPINFORM and DHCPRELEASE messages for my server.
Can you tell me how can I make them appear?
