"Pretty much" being the key here. Each time one server acks a lease it
passes that information to the partner.

The failover partners store information about their own and the
partners leases. The files are not exactly the same so you can't just
copy one from a partner. However, it requests the lease information
from the peer. See the dhcpd.leases man page for more information on
the leases file.

Pool balancing is about keeping an equal number of free leases
available on each dhcp server for a given pool.

man dhcpd.conf and search down for 'Failover pool balance statements'.
