Well, you did pick an alpha release... Perhaps you should try the 
latest stable release, 4.0.0, if you need IPv6 support, or the 
previous stable branch, 3.1.1, if you don't need IPv6.

How big are your pools?  Have you properly excluded all fixed-address 
assignments from the pool ranges?  The time DHCP takes to load the 
config generally is based upon how many total pool addresses you have, 
rather than the subnet sizes themselves.
