Omshell and deny unknown-clients

I'm still trying to get my routable IP problem sorted out.

 I was thinking of leaving the "private" subnet as "deny 
unknown-clients", and switch it on whenever the monitoring script 
detects the active "public" leases drops below a certain level. Is there 
any way through omshell to enable / disable "deny unknown-clients" , 
without restarting the dhcp daemon ?
