Problems compiling 4.0.0 under Solaris 9.

Just an FYI:

There are header files missing (cmsg) under Solaris 9 and probably earlier
versions, making compiles fail.

4.0.0 appears to compile under Solaris 10... so we are going to upgrade our
dhcp server to 10..   We need to do the upgrade anyway.

A note in the relnotes or readme might save others the effort of trying, only
to run into the same brick wall.
