Hmm...  perhaps the server could be changed use gratuitous ARP instead
of ping-before-offer.  This it seems to me would have better results in
these days where many clients no longer respond to ping.  (Not as a
solution to the current problem under discussion, just to the general
"I wonder if this IP is still in use" problem.)
