Wildly excessive DHCPREQUESTs

We've seen a number of versions of dhcpcd blast out requests like that, but XP
boxes have typically been well behaved.  You may want to check for a rogue
DHCP server on those subnets handing out conflicting information and confusing
the XP clients.
