upgrading dhcpd from 3.0.5 to 3.1.x

The leases file should be fine. The "on the wire" format has changed
somewhat - a 3.0.5 server can *not* work with a 3.1.x server in a
failover pair.

You don't have to upgrade them both at the same second - but they *do*
need to both be upgraded to have your failover functional again.
