Well, if you intend to use either option 118 or option 82 sub 5, then
those need to be supplied.  If they aren't, we can't synthesize them.

If giaddr is enough to locate the right subnet(s), that's fine too.

But that segues into the current problem; your giaddr is apparently
an invalid value, not the address locating the DHCP relay agent.
