lease the bond address to another PC

Hi,I have bonded a ip address to a PC use the statement like here:
  host hosta {ethernet hardware [mac-address];fixed-address [ip address];}
on the other side,the pc(hosta) config this same static IP address. 
but the DHCP server oftenly leases the ip adress to another PC,of course,a
conliction happended on the network
