Thank you very much for the response.  You nudged me in the right
direction, and I've gotten it to work as one would expect.

In all of my tests, I was simply using the on-board DHCP server of an
Actiontec router designed for home use.  It appears either their DHCP
server ignores RFC [1], or there is some other factor I have no control
over.  The available router logs are useless in diagnosing the problem
unfortunately, so I may have to contact them about it.

But... the good news is, after disabling the DHCP service on the router,
I installed ISC's dhcpd on another machine, and it responds
appropriately to the relay agent specified in the giaddr field.  The
relay agent of course sends it off, and the client gets an IP on the
local range.  Success!
