Vista doesn't ack dhcp offer

I'm running v3.1.0 and the notebooks we distributed were bog-standard
Dell Latitude D630s with MSW Vista Business and MSO Professional 2007.
We made no customizations of the software configuration at all.  I am
not explicitly turning on the broadcast flag, at least not in my config
and I don't remember doctoring the code before compiling (recently).
