DHCP failover won't start

Yes port 519 and 520 is reverse, I also try with the same port number.
And the server are listening since I can do a telnet on the remote port with 
success and I'm able to see it in the debug.

Yes that's a problem, I can snoop and ns2 is sending some traffic to ns1.
I can't do a atach of the trace, but simple it's:
ns2 sync to ns1
ns1 sync/ack to ns2
ns2 ack to ns1
ns1 push/ack to ns2
ns2 ack to ns1
ns2 ack/fin to ns1
ns1 ack to ns2
ns1 ack/fin to ns2
ns2 ack to ns1
end of traffic

so the TCP stack is working correctly

what can I do more ?
