RFC 3203 - DHCP reconfigure extension supported by ISC DHCP?

Hmmm... Further reading shows that this RFC requires the use of DHCP 
Authentication (RFC 3118).  Most clients don't support that.  I do not 
think that ISC DHCPD supports it either.
