Check the archives, it's a known issue caused by the PXE client not 
sending a cient-id, followed by the OS (I assume Windows) including 
it. According to the RFCs, the client-id is the primary key if 
supplied, so a client with a client-id is a different client to one 
without it - hence two addresses supplied (one each) to two 
'different' clients
