flood of balance messages

Can we have some clarification of which servers (Primary/Secondary/Both)
the following failover statements should be specified on? The man pages
don't really clarify this.
max-response-delay
max-unacked-updates
mclt
split/hba
load balance max seconds
max-lease-misbalance
max-lease-ownership
min-balance
max-balance
